Questions on single domain restriction

Does the single domain license restriction mean no more than one site at one time? Or does it mean the license is to a specific named site? I would like to (1) develop a site using the template on my computer's localhost, (2) upload the site to a test server (using a test domain) for evaluation purposes, and (3) finally upload to the actual domain. Use of the test and actual domains would be mutually exclusive (i.e., never at the same time).

I am somewhat new at this and may be not understanding how a typical licensing process works.

If you plan to use the product on more than 1 domain (website) you will need to buy Unlimited domain license.
